The U.S. Copyright Office has announced an increase in the statutory mechanical royalty rate payable by makers of sound recordings (e.g., record companies) to owners of musical compositions (e.g., music publishers and songwriters).
Effective January 1. 1996, the statutory rate is increased to either 6.95 cents, or 1.3 cents per minute of playing time or fraction thereof, whichever is larger.
For further information on the statutory rate, the compulsory licensing statute, and mechanical licensing in general, see Chapter 12 of Kohn On Music Licensing.
